Yes, that's true.
Although, at least in the sampler world, presets and samples don't really require additional "power." They just are, and used "as is."
But with synths (filters, LFOs, envelopes, etc), you actually get into sonic manipulation in a different way, and so adding features becomes more important and probably more expensive in hardware instruments.
